The Election Integrity Partnership (EIP) and its ticketing system
The EIP was a 2020 coalition of the Stanford Internet Observatory, the University of Washington's Center for an Informed Public, Graphika and the Atlantic Council's DFRLab that tracked election misinformation and shared tickets with platforms. Its links to CISA are documented; whether it functioned as a government censorship proxy is disputed.

A private academic coalition, formed during the Trump administration in consultation with Trump-era CISA.
What the record shows
According to the EIP's own report as cited in Missouri v. Biden, it first presented its concept to CISA on July 9, 2020 and was formed on July 26, 2020 'in consultation with CISA,' listing government (CISA, the State Department's GEC and the EI-ISAC) among its stakeholder groups. It used a Jira ticketing system in which analysts and partners flagged content and tagged platforms. Its final report, 'The Long Fuse' (March 2, 2021), counted 639 tickets covering about 4,784 unique URLs, and platforms labeled, removed or soft-blocked about 35% of URLs shared via the EIP. The House Judiciary Committee's Nov. 6, 2023 report cited internal emails saying the EIP was created 'at the request of DHS/CISA' and named conservative accounts that were flagged.
In their words
“had no control over content moderation, censorship, or labeling posts”— Stanford Internet Observatory · source
“launder its censorship activities”— House Judiciary Committee, Nov. 6, 2023 · source
The Stanford Internet Observatory says the EIP had no control over moderation, did not recommend specific actions, and that reports reached it from state and local election officials through the EI-ISAC. It says platforms made their own decisions and that no government funds supported its 2020 election work.
