House Judiciary / Weaponization subcommittee reports on CISA and the EIP (2023)

In 2023 the House Judiciary Committee and its Select Subcommittee on the Weaponization of the Federal Government released two interim staff reports accusing CISA and university partners of facilitating censorship. The underlying documents are real; the reports' characterizations are contested.

What the record shows

The June 26, 2023 report, 'The Weaponization of CISA: How a "Cybersecurity" Agency Colluded with Big Tech and "Disinformation" Partners to Censor Americans,' alleged CISA considered an anti-misinformation 'rapid response team,' shifted work to a nonprofit it funded after being sued, and scrubbed its website of MDM references. The Nov. 6, 2023 report, 'The Weaponization of "Disinformation" Pseudo-experts and Bureaucrats,' focused on the EIP, released 'hundreds' of Jira tickets, and said flagged accounts included President Trump, Sen. Thom Tillis, Newsmax, the Babylon Bee and Charlie Kirk. Both were labeled interim and preliminary by the committee.

The other side

Kate Starbird, cited in the reports, said they misread advisory discussions and conflated the MDM subcommittee with switchboarding that predated it. Stanford says platforms, not the EIP, made moderation decisions.
