Who it helped: Republicans

The 'criminal' framing damaged Clinton in the early 2016 race.

What was reported

The Times reported that two inspectors general had asked the Justice Department to open a criminal investigation into whether Hillary Clinton mishandled sensitive information on her private email account.

What actually happened

The Times first revised the story to say the inquiry concerned whether sensitive information was mishandled, not Clinton herself, and then corrected again after the Justice Department said the referral was a security referral, not a criminal one. Public editor Margaret Sullivan wrote that the story had major journalistic problems. The FBI did later open an investigation into the server.

The proof

The Justice Department and the inspectors general described the referral as non-criminal; the Times published two corrections.
