ActBlue under federal, state and House investigation

Since 2024, Republicans have alleged that ActBlue, the main Democratic fundraising platform, allowed straw and foreign donations. On April 24, 2025 President Trump directed the Justice Department to investigate. As of late October 2026, House committees, several state attorneys general and DOJ are probing ActBlue, but no criminal charges have been reported.

What the record shows

Trump's April 24, 2025 memorandum directed Attorney General Pam Bondi to investigate possible straw and foreign donations through ActBlue and report within 180 days. At least seven senior officials had left ActBlue in late February 2025. In April 2026 the House Administration, Judiciary and Oversight committees released an interim report saying ActBlue's entire legal and compliance team had resigned, been fired or gone on leave by March 2025, and that five deposed employees invoked the Fifth Amendment 146 times. The New York Times reported that Covington & Burling memos warned that CEO Regina Wallace-Jones's 2023 letter to Congress about donor screening carried legal risk. Wallace-Jones later invoked the Fifth Amendment in a House hearing, and a Sept. 17, 2026 committee report alleged ActBlue covered up foreign donations. At the state level, Texas AG Ken Paxton sued ActBlue, but on June 18, 2026 a federal judge in Massachusetts found that the suit was brought in bad faith as retaliation. Missouri AG Catherine Hanaway opened a probe on Sept. 25, 2026. As of Oct. 29, 2026, no DOJ charges had been reported, and the status of the DOJ probe was not public.

What the record doesn’t support

None of the allegations has been proven in court, and no charges have been filed. The NYT reported that the Covington memos identified no specific illegal donations, and ActBlue's board chair said less than 1% of 2024-cycle contributions showed signs of foreign origin. ActBlue calls the probes a partisan "political stunt" and cites a third-party forensic analysis, and a federal judge found Texas's suit was retaliatory. Invoking the Fifth Amendment is a legal right and is not evidence of guilt.
