CTCL "Zuckerbucks": $350M in private election funding
In 2020, Mark Zuckerberg and Priscilla Chan gave about $350 million to the Center for Tech and Civic Life (CTCL), which passed it on as grants to local election offices during the pandemic. Critics showed that the largest per-capita grants went to Democratic-leaning areas. As of October 2026, 29 states had banned or restricted private election funding.
What the record shows
The donation was announced on Sept. 1, 2020 and grew to about $350 million, according to Ballotpedia. An analysis by William Doyle and Alex Oliver, reported by RealClearInvestigations, found that the 50 largest per-capita grants went to counties Biden won by an average of 33 points. Georgia counties alone received about $41 million. CTCL said grants reflected where the requests came from. A peer-reviewed 2024 PNAS study by Apoorva Lal and Daniel Thompson confirmed that Democratic-leaning counties were far more likely to apply. It estimated the grants' effect on Democratic vote share at 0.02 to 0.36 percentage points, too small to have changed the outcome. Ballotpedia reports that as of October 2026, 29 states had enacted laws banning or restricting private donations for election administration.
What the record doesn’t support
Courts and audits found no fraud that could have changed the 2020 result. More than 60 lawsuits by Trump and his allies failed. Georgia's full hand recount affirmed Biden's lead (Nov. 19, 2020). The GOP-commissioned Cyber Ninjas review of Maricopa County, Arizona also found Biden won (Sept. 2021). An AP review of six battleground states found fewer than 475 potential fraud cases, far too few to tip the election. The CTCL grants raise questions about fairness and influence, not about fraudulent votes.
